How the 1.1.3.6 load points calculation works
ADR 1.1.3.6 lets a transport unit carry limited quantities of dangerous goods in packages without the full set of ADR requirements. Whether a load qualifies is decided by a points total, not by weight alone: each substance is assigned a transport category, and the quantity carried is multiplied by the factor for that category.
The threshold is 1,000 points. At or below it the exemption is available; above it the load is treated as a full ADR movement. The calculation is about the goods actually on board for that journey, so it has to be redone whenever the load changes.

Confirm the carriage mode first
The exemption applies only to goods carried in packages. Tank and bulk carriage are outside 1.1.3.6 entirely, so the points total is irrelevant for them.

Find each substance’s transport category
Transport category comes from the ADR entry for the substance, not from its class. Two goods in the same class can sit in different categories.

Check for any Transport Category 0 entry
Category 0 does not score zero points — it removes the exemption altogether. A single Category 0 item on the load ends the calculation.

Multiply quantity by the category factor
Category 1 is multiplied by 50, with a defined subset of Category 1 entries multiplied by 20 instead. Category 2 is multiplied by 3, Category 3 by 1, and Category 4 contributes nothing.

Add the results and compare with 1,000
Quantity is net mass in kilograms for solids and volume in litres for liquids and gases. Exactly 1,000 points does not exceed the threshold.
Worked example
A packaged load carrying 15 litres of a Transport Category 2 substance and 400 kg of a Transport Category 3 substance.
- Category 2: 15 × 3 = 45 points
- Category 3: 400 × 1 = 400 points
- Total: 45 + 400 = 445 points
Result: At or below 1,000 points, so the 1.1.3.6 exemption is available for this load, provided no Category 0 entry is present and everything is carried in packages.
